Purpose
Chief Officer roles are executive level,
accountable, lead officer roles. They are the most senior salaried roles in the organisation responsible for
upholding and promoting the organisations vision and values and for delivering
the organisations mission and charitable purpose.
Collectively, Chief Officers are members of the
Executive Team led by the Chief Executive Officer. The Executive Team has
collective accountability and responsibility for delivering the strategic aims
and goals of the organisation, and, for maintaining the safe and effective day
to day operations of the organisation. The Executive Team is also collectively responsible
for providing performance, compliance, and risk reporting to the Board of
Trustees.
Individually, Chief Officers are accountable and
responsible for all duties and tasks for their designated portfolio areas as
outlined in AFGs governing documents, assigned / delegated to them by the Chief
Executive Officer or Board of Trustees, and referred to in this job description.
Chief Officers portfolio duties and tasks cover the following (not exhaustive):
- Professional leadership and technical expertise
- Strategic planning and delivery
- Financial planning and management
- Legal, regulatory and governance compliance
- People leadership and development
- Performance and assurance reporting including risk management
Chief Quality Officer (CQO)
The CQO has direct accountability and responsibility for the following portfolio areas:
- Service Quality (Compliance, Assurance, Improvement, Co-production)
- Health & Safety (People Supported, Patients, Colleagues, Safeguarding)
- CQC Regulatory Compliance (Registration, Liaison, Inspection, Action Planning)
The CQO acts as executive lead for the Quality & Safety Committee.
The CQO holds the position of CQC Nominated Individual and Caldicot Guardian.
Dimensions
- Up to 3 x direct reports and a wider team of more than 25+ colleagues
- Budget responsibility of up to £5m

Principal Accountabilities
Leadership
- An active member of the Executive Team contributing to the effective day to day decision-making, management and operational leadership of AFG.
- Promote the purpose, vision, mission and values of the organisation at all times.
- Provide leadership, management and decision-making accountability for all portfolio areas.
- Contribute to and support development of the organisations long-term strategic and annual plan for presentation to and approval from the Board of Trustees.
- Develop and maintain influential key senior relationships with all external stakeholders promoting the purpose of the organisation, championing its values and extending its positive reputation.
- Provide senior leadership to portfolio teams, developing high performing, capable teams with positive, collaborative, working cultures that supports AFGs ambition to be a Great Place to Work.
- Responsible for the development and implementation of all portfolio strategies and planning requirements to meet the needs of the strategic and annual plan.
- Responsible for the development and implementation of annual budgets and delivery plans for portfolio functions ensuring delivery of budget and plan to meet strategic goals.
- Responsilble for implementing effective systems, frameworks, policies, processes, management controls, and best practice models for all portfolio functions to deliver efficient and effective functional delivery and performance.
- Responsible for implementing operational efficiencies and continuous improvement initiatives for portfolio areas. Ensure portfolio functions maintain a modern, contemporary service offer that meet current sector standards and give AFG advantage.
- Responsible for ensuring AFG has a safe operating environment at all times.
- Responsible for ensuring AFG delivers high quality, person-centred services that achieve amazing independence outcomes and return value to commissioners.
- Responsible for ensuring AFGs service provision is contemporary and designed and implemented in line with national guidelines and best practice of co-production, strengths-based and positive risk approaches to care and support.
- Responsible for ensuring AFG service ethos of supporting people to achieve their greatest level of independence is embedded in AFGs service philosophy and culture.
Regulation, Governance & Compliance
- Responsible as NI for all of AFGs CQC services, locations, RM registrations.
- Responsible for liaison and statutory reporting with regulatory bodies relating to portfolio areas including; CQC, HSE etc. as appropriate.
- Responsible for implementing frameworks, systems, policies, process and training that delivers CQC inspection success.
- Responsible for all Health & Safety matters relating to AFG services and workplaces, ensuring AFG remains compliant with all Health & Safety regulation.
- Responsible for ensuring AFGs services are progressive and compliant with all current health & social care regulatory practice and guidelines. Work in collaboration with the Chief Operating Officer to develop and implement service improvement and service development plans for all AFG service lines.
- Responsible for setting AFGs Quality Assurance Framework and Audit Priorities in collaboration with COO.
- Responsible for the creation, setting, monitoring and reporting of all AFGs Quality Indicators at service, location and organisational level. Jointly responsible alongside COO and Directors of Operations in holding registered managers and Heads of Operations to account for Quality Compliance and Improvement within their services.
- Responsible for oversight of all Safeguarding and Quality Practice issues including investigations, outcome decisions, lessons learnt reviews and corresponding improvement plans.
- Responsible for oversight of all inquest related activity including liaison with legal teams and representation of AFG at inquests.
- Act as Executive Lead for Quality & Safety Committee (Q&S) supporting the Chair of Q&S and ensure appropriate levels of assurance are provided by the Executive Team to meet the committee terms of reference and the requirements of the Board of Trustees.
Reporting & Risk Management
- Responsible for ensuring appropriate systems, policy and processes are in place to data capture, monitor, report and risk assess portfolio activity and performance.
- Provide regular reporting to Executive Board and Board of Trustees on all portfolio activity, performance and risk matters. Provide impartial professional advice and meaningful insight and interpretation on all portfolio performance and risk information.
- Ensure regular assessment of any portfolio activity risk, including recording and reporting of risk, and production of mitigation plans/activity to reduce/remove risk.
- Ensure business continuity plans are in place for all portfolio functions and regular reviews take place with managers to test out and improve plans and contingencies.
- Responsible for ensuring the organisation has robust regulatory compliance reporting systems and management controls in place for all functional areas.

- The post holder is required to achieve registration as the Nominated Individual for Alternative Futures Group with the CQC.

2nd Stage – Week commencing 30th November via Teams
This is a is a predominantly home based role, with travel to our collaboration hub in Liverpool and other sites within the north west required. We therefore require applicants to live within the north west of England with the use of a vehicle to facilitate in person working.
With our extended flexible working options, you can choose to work your 35 hours per week on a 9-day fortnight or a 4.5-day week basis, supporting our employees with their work life balance.
